The York County Board of Commissioners met according to law on Tuesday, September 12, 2017 at 8:30 a.m. as per notice in the York News Times on September 7, 2017, with Chairman Jack Sikes presiding, with Kurt Bulgrin, Randy Obermier, Paul Buller and Bill Bamesberger. Also present at the meeting was Melanie Wilkinson, correspondent for the York News Times, Luke Fochtman, correspondent for KAWL radio and Kelly Turner, York County Clerk.
The agenda of the meeting was posted on the bulletin board in the County Clerk’s office and a copy of the agenda was made available to each Commissioner.
Sikes announced that the Open Meetings Act was posted outside the door along with copies in the back of the Board Room. Proof of publication was also available.

Harvey Keim, Highway Superintendent, met with the Board with update on the Road Department.

WHEREAS, the York County Board of Commissioners met at their regular meeting on September 12, 2017 to discuss the salary for the Deputy Clerk, Deputy Assessor, Deputy Treasurer, Deputy County Attorney and Deputy Clerk of the District Court.
BE IT RESOLVED, that the Board has set the wage for the Deputy Clerk, Deputy Assessor, Deputy Treasurer, Deputy County Attorney and Deputy Clerk of the District Court to be set as follows.

Deputy County Assessor, Janet Veleba $25.00 per hour
Deputy County Treasurer, Megan Williams $20.50 per hour

A Public Hearing was held at 9:00 a.m. as published in the York News Times on September 7, 2017 to hear support, criticism, suggestions or observations relating to the proposed 2017-2018 budget. Present at the hearing were: County Commissioners Bulgrin, Bamesberger, Obermier, Sikes and Buller. Jill Clay with Contryman Associates, Melanie Wilkinson, correspondent for the York News Times, Luke Fochtman, correspondent for KAWL radio and Willard Peterson York County resident.
Jill Clay, with Contryman, Bill Bamemsberger and Randy Obermier, reviewed the proposed budget with those in attendance.
The Public Hearing was closed at 10:03 a.m.

WHEREAS, a proposed County Board for the Fiscal Year July 1, 2017, to June 30, 2018 prepared by the Budget Making Authority, was transmitted to the County Board on the 12th day of September, 2017.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of York County, Nebraska as follows,
SECTION 1. That the budget for the Fiscal Year July 1, 2017 to June 30, 2018, as categorically evidenced by the Budget Document and the same hereby is adopted as the Budget for York County for said fiscal year.
SECTION 2. That the offices, departments, activities and institutions herein named are hereby authorized to expend the amount herein appropriated to them during the fiscal year beginning July 1, 2017 and ending June 30, 2018.
SECTION 3. That the income necessary to finance the appropriations made and expenditures authorized shall be provided out of the unencumbered cash balance in each fund, revenues other than taxation to be collected during the fiscal year in each fund, and tax levy requirements for each fund.
WHEREAS, at the public hearing held on the 12th of September, 2017, on the proposed 2017-2018 York County Budget, the summary of the tentative County Budget as computed against the uncontested valuations of, $3,455,329,616.00 and $ 2,453,407,522.00 for County Ambulance was submitted as, follows:

NOW, THEREFORE BE IT RESOLVED by the York County Board of Commissioners, that the County Budget be adopted.
