The York County Board of Commissioners met according to law on Tuesday, August 5, 2014 at 8:30 a.m. as per notice in the York News Times on July 31, 2014, with Chairman Bill Bamesberger presiding, with Jack Sikes, Kurt Bulgrin, Tom Shellington and Paul Buller. Also present at the meeting was Melanie Wilkinson, correspondent for the York News Times and Kelly Turner, County Clerk. The agenda of the meeting was posted on the bulletin board in the County Clerk’s office and a copy of the agenda was made available to each Commissioner.
Bamesberger announced that the Open Meetings Act was posted outside the door along with copies in the back of the Board Room. Proof of publication was also available.
Moved by Bulgrin, seconded by Sikes, to approve the minutes of the July 22, 2014 Board of Commissioners meeting; roll call: yeas, Bulgrin, Sikes, Shellington, Buller and Bamesberger; nays none, motion carried.

Harvey Keim met with the Board with updates on the Road Department.
Kevin Graves met with the Board with concerns about the Zoning Comprehensive Plan.
Shannon Graves spoke with the Board with concerns with Haul Agreements with all construction projects.
Susan Dunavan pointed out a discrepancy that she saw in the York News Times, concerning the incorrect time of the Board Meeting.
Candace Dick wanted to update the Board about the Waco Road.
There was no General Assistance to come before the Board.
There were no Interfund Transfers to come before the Board.

Moved by Bulgrin, seconded by Sikes to adopt Resolution #14-68 for the York County Public Transportation Substance Abuse Policy, roll call: yeas, Bulgrin, Sikes, Buller, Shellington and Bamesberger, nays none, motion carried.
WHEREAS, the Federal Transportation Administration (FTA) provides funding assistance through the 5311 Rural Transportation Program as which is administered by the Nebraska Department of Roads (NDOR); and
WHEREAS, the York County Public Transportation operates a transit program with grant funding from the FTA;
WHEREAS, the Grant Agreement between the Nebraska Department of Roads and York County Public Transportation requires FTA funding sub-recipients to comply with applicable federal drug and alcohol procedures identified in 49 Code of Federal Regulations;
THEREFORE BE IT RESOLVED THAT York County hereby adopts the York County Public Transportation Substance Abuse Policy effective immediately.

Moved by Sikes, seconded by Buller to approve the changes to the York County Public Transportation Policies. Changes were made to the Non-Discrimination Policy and Days/Hours of Service Policy, roll call: yeas, Sikes, Buller, Shellington, Bulgrin and Bamesberger, nays none, motion carried.
Chad Svoboda from Strong Financial discussed the option for the employees to have Allstate Insurance with the option to keep their AFLAC insurance.
Tabled until the next Board meeting to Discuss Probation Fees.
Jim Klute met with the board to discuss the meeting with the City Council.
