The York County Board of Commissioners met according to law on Tuesday, September 2, 2014 at 8:30 a.m. as per notice in the York News Times on August 28, 2014, with Chairman Bill Bamesberger presiding, with Jack Sikes, Kurt Bulgrin, Tom Shellington and Paul Buller. Also present at the meeting was Kelly Turner, County Clerk. The agenda of the meeting was posted on the bulletin board in the County Clerk’s office and a copy of the agenda was made available to each Commissioner.
Bamesberger announced that the Open Meetings Act was posted outside the door along with copies in the back of the Board Room. Proof of publication was also available.
Moved by Shellington, seconded by Sikes, to approve the minutes of the August 19, 2014 Board of Commissioners meeting; roll call: yeas, Shellington, Sikes, Buller, Bulgrin and Bamesberger; nays none, motion carried.
Moved by Sikes, seconded by Buller, to amend the agenda, scheduled at 8:15 to be moved to 8:45 and the 8:30 to be moved to 8:50, for the York County Board of Commissioners meeting for Tuesday September 2, 2014; roll call: yeas, Sikes, Buller, Bulgrin, Shellington and Bamesberger; nays none, motion carried.

Moved by Bulgrin, seconded by Shellington to authorize the purchase of a 1994 model year caterpillar 613C series II paddle scraper if funds are available, roll call; yeas, Bulgrin, Shellington, Sikes, Buller and Bamesberger, nays none, motion carried.
Moved by Bulgrin, seconded by Buller to create a committee of the following members Kurt Bulgrin, Jack Sikes and Dale Radcliff this committee will meet with the City Council to discuss merging dispatch offices, roll call; yeas, Bulgrin, Buller, Sikes, Shellington and Bamesberger, nays none, motion carried.
Bob Wilhelm met with the Board to discuss First Net Nationwide Public Safety Broadband Network.
Moved by Bulgrin, seconded by Sikes, to change the County time clocks to MIPS for 6 Finger Tec TA200 WI-FI Time clocks for $3,780.00 with a monthly software and maintenance fee of $185.00, and have Global Tech, Inc run two (2) network cables from the postage room to server room, roll call; yeas, Bulgrin, Sikes, Shellington, Buller and Bamesberger, nays none, motion carried.
Moved by Sikes, seconded by Shellington, to approve request from Bob Sautter, York County Visitors Bureau, and Brent Magner, Vice President for Advancement, for $40,000.00 to assist in the development of the Clayton Museum of Ancient History for York College, first year payment of $10,000.0 and the following two (2) years of $15,000.00, roll call; yeas, Sikes, Shellington, Buller, Bulgrin and Bamesberger, nays none, motion carried.
A Public Hearing was held at 10:00 as published in the York News Times on August 28, 2014 to hear support, criticism, suggestions or observations relating to the proposed 2014-2015 budget. Present at the hearing were: County Commissioners Bulgrin, Bamesberger, Shellington, Sikes and Buller; Accounts Payable Clerk, Amanda Ring; County Treasurer, Brenda Scavo.
Commissioner Bamesberger reviewed the proposed budget with those in attendance. The Public Hearing was closed at 10:15 a.m. with no pubic input.
Moved by Bulgrin, seconded by Buller to adopt Resolution #14-73 adopting the budget for 2014-2015 as advertised; roll call: yeas, Bulgrin, Buller, Shellington, Sikes and Bamesberger; nays, none; motion carried.
WHEREAS, at the public hearing held on the 2nd of September, 2014, on the proposed 2014-2015 York County Budget, the summary of the tentative County Budget as computed against the uncontested valuations of $3,061,846,553 and $2,200,873,051 for County Ambulance was submitted as follows:
County General Fund $ 4,441,470.99
Employment Security $ 4,011.37
County Relief $ 15,442.44
State Institutions $ 14,058.22
Debt Service $ 695,765.43
Emergency Mgmt $ 31,091.90
Total $ 5,372,900.58
WHEREAS, making no changes or adjustments to the proposed 2014-2015 summary of the County Budget;
NOW, THEREFORE BE IT RESOLVED by the York County Board of Commissioners, that the County Budget be adopted.
