The York County Board of Commissioners met according to law on Tuesday, February 3, 2015 at 8:30 a.m. as per notice in the York News Times on January 29, 2015, with Chairman Bill Bamesberger presiding, with Kurt Bulgrin, Randy Obermier, Paul Buller and Jack Sikes. Also present at the meeting was Melanie Wilkinson, correspondent for the York News Times and Kelly Turner, York County Clerk.
The agenda of the meeting was posted on the bulletin board in the County Clerk’s office and a copy of the agenda was made available to each Commissioner.
Bamesberger announced that the Open Meetings Act was posted outside the door along with copies in the back of the Board Room. Proof of publication was also available.
Moved by Obermier, seconded by Sikes to approve the minutes of the January 20, 2015, Board of Commissioners meeting; roll call: yeas, Obermier, Sikes, Buller, Bulgrin and Bamesberger ; nays, none; motion carried.

Jenni Harrington met with the Board, member of the Planning Commission with her research on other County and Local government on land use regulations related to pipeline projects.

Moved by Buller, seconded by Bulgrin to approve General Assistance Case #15-1 to Charlie’s U Save Pharmacy for the amount of $23.78; roll call: yeas; Buller, Bulgrin, Sikes, Obermier and Bamesberger; nays, none; motion carried.
Met with the Elected Officials and Department Heads to discuss the time clock usage and time sheets for payroll.

Moved by Bulgrin, seconded by Obermier, to adopt Resolution #15-06 to transfer $150,000.00 from the Inheritance Tax Fund to the General Fund the make up the difference of York County Health Insurance Cost, roll call; yeas, Bulgrin, Obermier, Sikes, Buller and Bamesberger, nays none, motion carried.
WHEREAS, the York County Board of Commissioners met at their regular meeting on the 3rd day of February 2015, and discussed the fact that interfund transfers from the Inheritance Tax Fund to the General Fund to make up the difference for the York County Health Insurance Cost; and
WHEREAS, at this time it is necessary to transfer funds from the Inheritance Tax Fund to the General Fund in the amount of $150,000.00
NOW THEREFORE BE IT RESOLVED, that the York County Treasurer shall transfer the sum of $150,000.00, from the Inheritance Tax Fund to the General Fund to make up the difference of Health Insurance Cost.

At 9:00 a.m. as advertised on January 22 and January 29, 2015, in the York News Times, with proof of publication attached, Chairman Bamesberger declared a public hearing be held to hear support, opposition, suggestions, criticism or observation for the One and Six Year Road and Bridge Program.
Terry Van Housen had a comment on what was done with the dirt that was removed from the ditches. The hearing was closed at 9:14 a.m.
Moved by Bulgrin, seconded by Sikes to table the One and Six Year Road and Bridge Program until Tuesday February 17, 2015. That the One and Six Year Road and Bridge Program and Map be posted on the York County Web Site for the public to review, roll call: yeas; Bulgrin, Sikes, Obermier, Buller and Bamesberger, nays none, motion carried.

Moved by Bulgrin, seconded by Bamesberger to adopt Resolution #15-07 to NOT adopt Zoning Regulation Section 509, roll call; yeas, Bulgrin, Bamesberger, Sikes and Obermier, nays Buller, motion carried.
WHEREAS, the York County Board of Commissioners met at their regular meeting on the 3rd day of February 2015, and
WHEREAS, the York County Board have agreed not to adopt Zoning Regulation 509, and
NOW THEREFORE BE IT RESOLVED, that the York County Board of Commissioner has agreed to NOT to adopt Zoning Regulation 509
