The York County Board of Commissioners met according to law on Tuesday, November 24, 2015 at 8:30 a.m. as per notice in the York News Times on November 19, 2015, with Chairman Bill Bamesberger presiding, with Jack Sikes, Randy Obermier, Kurt Bulgrin and Paul Buller. Also present at the meeting was Melanie Wilkinson, correspondent for the York News Times, Kelly Turner, County Clerk and Candace Dick, County Attorney.
The agenda of the meeting was posted on the bulletin board in the County Clerk’s office and a copy of the agenda was made available to each Commissioner.
Bamesberger announced that the Open Meetings Act was posted outside the door along with copies in the back of the Board Room. Proof of publication was also available.

Requests were received from local financial institutions to be approved as depositories for county funds.
Moved by Bulgrin, seconded by Sikes, to adopt Resolution #15-81 approving the York State Bank, Cornerstone Bank, Henderson State Bank, Midwest Bank and Union Bank as depositories for the County for 2016; roll call: yeas, Bulgrin, Sikes, Buller, Obermier and Bamesberger; nays none; motion carried.
BE IT RESOLVED by the Board of Commissioners of York County, Nebraska, that during the year 2016, and for the remainder of the term of Brenda Scavo as York County Treasurer, or until further directed by this Board that the following named institutions, upon their several requests duly filed and made a part of the Resolution shall be depositories for the funds of York County, Nebraska, to wit:
Cornerstone Bank, York, Nebraska
Henderson State Bank, Henderson/York, Nebraska
Midwest Bank, York, Nebraska
Union Bank, York, Nebraska
York State Bank, York, Nebraska
PROVIDED that the aforesaid banks, each and all of them shall meet with all requirements imposed by the laws of the State of Nebraska, regarding proper bonds and securities for any deposits made in said bank.
BE IT FURTHER RESOLVED, that the County Treasurer of York County, Nebraska, is hereby directed and authorized to deposit the funds of York County, Nebraska, during the year, 2016, and for the remainder of the term of the said Brenda Scavo, as County Treasurer, or until further directed by this Board, in the depositories above named in this Resolution.
BE IT FURTHER RESOLVED, that Brenda Scavo, County Treasurer, may when the amount of money which she desires to deposit in the various depositories within the County exceeds fifty percent of the combined stock and surplus on any one individual depository; PROVIDED said depositories for such excess deposits shall furnish additional bond of securities as the case may be, and shall comply in all respects with the requirements imposed by the laws of the State of Nebraska.

WHEREAS, the York County Board of Commissioners at its regular meeting on November 24, 2015, discussed the fact that on September 1, 2015, the proposed budget statement for the County Road fund was adopted, such total budget being in the sum of $4,555,000.00. There are funds to be transferred from the County General Fund to the County Road Fund in the approximate amount of $2,220,592.66; and
WHEREAS, the amount of revenue in the General Fund to be generated from Property Taxes is set at $4,983,600.91;
NOW BE IT RESOLVED, that the York County Treasurer shall transfer 44.56% of the 2015-2016 taxes collected for the County General Fund be transferred to the County Road Fund as per the adopted budget.

A Public Hearing was held at 9:45 as published in the York News Times on November 19, 2015 to hear support, criticism, suggestions or observations relating to making York County a Livestock Friendly Designation. Present at the hearing were: County Commissioners Bulgrin, Bamesberger, Obermier, Sikes and Buller.
The public that was in attendance were in favor of York County becoming a Livestock Friendly Designation.
The Public Hearing was closed at 10:00 a.m.
The Board tabled the make application to the Nebraska Department of Agriculture to Declare York County Livestock Friendly, to the next Board of Commissioners meeting on Tuesday December 8, 2015.

The Board approved that Rex Heiden York County Surveyor, to locate and set corners for the E & W ¼ Section 2, Township 10 and Range 2, and W1/4 Section 7, Township 10 and Range 1.
Ben Royal, Bret Ehmen and Todd Drapal with Cornerstone Insurance met with the Board to discuss Health Insurance.
Larry Dix and Judd Allen with NACO met with the Board to discuss Health insurance.
