The York County Board of Commissioners met according to law on Tuesday, July 5, 2016 at 8:30 a.m. as per notice in the York News Times on June 30, 2016, with Chairman Bill Bamesberger presiding, with Kurt Bulgrin, Randy Obermier, Paul Buller and Jack Sikes.  Also present at the meeting was Melanie Wilkinson, correspondent for the York News Times and Kelly Turner, York County Clerk.

 

The agenda of the meeting was posted on the bulletin board in the County Clerk’s office and a copy of the agenda was made available to each Commissioner.

 

Bamesberger announced that the Open Meetings Act was posted outside the door along with copies in the back of the Board Room.  Proof of publication was also available.

 

Moved by Sikes, seconded by Obermier, to approve the minutes of the June 21, 2016, Board of Commissioners meeting; roll call: yeas, Sikes, Obermier, Buller, Bulgrin and Bamesberger ; nays, none; motion carried.

 

Moved by Bulgrin, seconded by Buller, to adopt the agenda for Tuesday July 5, 2016, roll call: yeas; Bulgrin, Buller, Sikes, Obermier and Bamesberger; nays, none; motion carried.

 

INTERFUND TRANSFERS:

 Moved by Bulgrin, seconded by Obermier to adopt Resolution #16-27 to transfer monies from General Fund to the Noxious Weed Fund for $12,000.00, roll call; yeas, Bulgrin, Obermier, Buller, Sikes and Bamesberger, nays none, motion carried.

RESOLUTION #16-27        

 

WHEREAS, the York County Board of Commissioners met at their regular meeting on the 5th day of July  2016, and discussed the fact that in the proposed budget for 2016-2017, the Noxious Weed Fund would be partially funded by way of interfund transfers from the General Fund; and

 

WHEREAS, at this time it is necessary to transfer proposed budgeted funds in order to meet obligations in the amount of $12,000.00  

 

NOW THEREFORE BE IT RESOLVED, that the York County Treasurer shall transfer the sum of $12,000.00 budgeted dollars from the General Fund to the Noxious Weed Fund for the budget year of 2016-2017.

Dr Paul Illich with Southeast Community College met with the Board to discuss Southeast Community College School Bond.

 

John Bachelor and Jim Klute met with the Board about a project that was to be completed about 12 years ago. The Board is having Harvey Keim, Highway Superintendant look into the project and report back to the Commissioners.

 

The Board met with the Elected Officials and Department head to discuss a pay schedule that maybe implemented for the next year budget.

 

Moved by Bulgrin, seconded by Sikes, to approve the authorizing of the Chairman to sign the Sub-Grant between The Nebraska Department of Health and Human Services Division of Children and Family Services Child Support Enforcement and York County Clerk of the District Court, roll call: yeas, Bulgrin, Sikes, Buller, Bulgrin and Bamesberger, nays none, motion carried.

RESOLUTION #16-28

 

WHEREAS, there the Board has been advised that the terms of Max Peterson, and Gary Eberle on the Planning and Zoning Commission have expired; and

 

WHEREAS, the Board has been advised that Aaron Kavan and Rod Matlock that   are willing to be appointed; and

 

WHEREAS, Max Peterson and Gary Eberle are willing to be reappointed to the Planning and Zoning Commission;

 

WHEREAS, Aaron Kavan and Rod Matlock are willing to be appointed to serve on the Planning and Zoning Commission:

 

NOW, THEREFORE BE IT RESOLVED that Aaron Kavan is appointed for a 3 year term from July 1, 2016 to June 30, 2019; Rod Matlock is appointed for a 3 year term from July 1, 2016 to June 30, 2019; Max Peterson and Gary Eberle are re-appointed for a 3 year term from July 1, 2016 to June 30, 2019.
