The York County Board of Commissioners met according to law on Tuesday, August 16, 2016 at 8:30 a.m. as per notice in the York News Times on August 11, 2016, with Chairman Bill Bamesberger presiding, with Kurt Bulgrin, Randy Obermier, Paul Buller and Jack Sikes.  Also present at the meeting was Melanie Wilkinson, correspondent for the York News Times, Luke Fochtman, correspondent for KAWL and Kelly Turner, York County Clerk.

 

The agenda of the meeting was posted on the bulletin board in the County Clerk’s office and a copy of the agenda was made available to each Commissioner.

 

Bamesberger announced that the Open Meetings Act was posted outside the door along with copies in the back of the Board Room.  Proof of publication was also available.

RESOLUTION #16-30        

 

WHEREAS, the York County Board of Commissioners met at their regular meeting on the 16th day of August  2016, and discussed the fact that in the proposed budget for 2016-2017, the Area on Aging Fund would be partially funded by way of interfund transfers from the Inheritance Tax Fund; and

 

WHEREAS, at this time it is necessary to transfer proposed budgeted funds in order to meet obligations in the amount of $5,000.00  

 

NOW THEREFORE BE IT RESOLVED, that the York County Treasurer shall transfer the sum of $5,000.00 budgeted dollars from the Inheritance Tax Fund to the Area on Aging Fund for the budget year of 2016-2017.

AMENDING RESOLUTION #13-67

 

WHEREAS, the York County Board of Commissioners met at their regular meeting on the 16th day of August 2016, and

 

WHERAS, the Board is AMENDING Resolution #13-67, and

RESOLUTION #13-67

WHEREAS, operating expenses have unexpectedly exceeded revenue; and

 

WHEREAS, the York County Board of Commissioners has been advised by the County Clerk that a deficit appropriation in the sum of $400,000.00 will be required to complete the obligations of this fund for the fiscal year ending June 30, 2014.

 

NOW, THEREFORE, BE IT RESOLVED, that the York County Board of Commissioners hereby finds and declares that an emergency exists in the Road Fund budget and hereby appropriates from the Inheritance Tax Fund the sum of $400,000.00 for the Road Fund for the remainder of the fiscal year ending June 30, 2014 for payment of claims.  Such funds are to be reimbursed to the Inheritance Tax Fund when monies become available.

 

WHEREAS, the Board would like to waive the payback of $300,000.00 of the $400,000.00 from the Road Department to the Inheritance Fund, and

 

NOW, THEREFORE, BE IT RESOLVED, that the payback of $300,000.00 be waived from the Road Department to the Inheritance Fund,

Amanda Ring, Deputy County Clerk and Brenda Scavo, County Treasurer met with the Board to discuss the 2016-2017 Preliminary budgets. A public hearing regarding the 2016-2017 budgets has been set for August 30th at 9:30 a.m. The Board will then act on the 2016-2017 Budget at 9:35 a.m.

 

Moved by Obermier, seconded by Sikes, to authorize the Chairman to sign the State Maintenance Hwy 34 MP. 264.7 to 265. 0.6 miles of asphalt milling, roll call; yeas, Obermier, Sikes, Buller, Bulgrin and Bamesberger, nays none, motion carried.

 

Moved by Bulgrin, seconded by Buller to deny the claim to Big Blue Mile Shootout in the amount of $200.00, roll call; yeas, Bulgrin and Buller, nays Sikes, Obermier and Bamesberger, motion failed.

 

Moved by Sikes to approve the claim to Big Blue Mile Shootout, motion was rescinded and tabled to the next Board meeting on August 30 when Bob Sautter can visit with the Board about the claim.
