The York County Board of Commissioners met according to law on Tuesday, August 30, 2016 at 8:30 a.m. as per notice in the York News Times on August 25, 2016, with Chairman Bill Bamesberger presiding, with Kurt Bulgrin, Randy Obermier, Paul Buller and Jack Sikes.  Also present at the meeting was Kelly Turner, York County Clerk.

 

The agenda of the meeting was posted on the bulletin board in the County Clerk’s office and a copy of the agenda was made available to each Commissioner.

 

Bamesberger announced that the Open Meetings Act was posted outside the door along with copies in the back of the Board Room.  Proof of publication was also available.

INTERFUND TRANSFERS:

There were no interfund transfer at this time.

 

On or before August 1st, all political subdivisions subject to county levy authority under levy limits must submit a preliminary request for levy allocation.  Based on those requests, the Board then must allocate a preliminary levy for those subdivisions.

 

Moved by Obermier, seconded by Sikes,  to adopt Resolution #16-35 in setting preliminary levies for the various subdivisions; roll call: yeas, Obermier, Sikes, Buller, Bulgrin and Bamesberger, nays none, motion carried.

 

RESOLUTION #16-35

 

WHEREAS, Nebraska State Statute 77-3443 (3) requires all political subdivisions subject to county levy authority to submit a preliminary request for levy allocation; and

 

WHEREAS, the political subdivisions that are subject to York County Levy authority are agricultural society, historical society, rural fire districts and cemetery districts; and

 

WHEREAS, the York County Board of Commissioners has determined that due to the number of political subdivisions and taxing parcels that would be affected, that a maximum levy will be established and if the subdivisions request is over that maximum levy, their levy will be set at that maximum levy;

 

NOW THEREFORE BE IT RESOLVED that the York County Board of Commissioners hereby allocates the following:

A Public Hearing was held at 9:36 a.m. as published in the York News Times on August 25, 2016 to hear support, criticism, suggestions or observations relating to the proposed 2016-2017 budget.  Present at the hearing were: County Commissioners Bulgrin, Bamesberger, Obermier, Sikes and Buller; Deputy County Clerk, Amanda Ring, County Treasurer, and Brenda Scavo.

 

Commissioner Bamesberger reviewed the proposed budget with those in attendance. 

 

The Public Hearing was closed at 9:47 a.m.

 

Moved by Bulgrin, seconded by Obermier to adopt Resolution #16-36 to adopt budget for 2016-2017 as advertised; roll call: yeas, Bulgrin, Obermier, Sikes, and Bamesberger; nays, Buller,  motion carried.

 

RESOLTUION #16-36

 

WHEREAS, a proposed County Board for the Fiscal Year July 1, 2016, to June 30, 2017 prepared by the Budget Making Authority, was transmitted to the County Board on the 30th day of August, 2016.

NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of York County, Nebraska as follows,

 

SECTION 1. That the budget for the Fiscal Year July 1, 2016 to June 30, 2017, as categorically evidenced by the Budget Document and the same hereby is adopted as the Budget for York County for said fiscal year.

 

SECTION 2. That the offices, departments, activities and institutions herein named are herby authorized to expend the amount herein appropriated to them during the fiscal year beginning July 1, 2016 and ending June 30, 2017.

SECTION 3. That the income necessary to finance the appropriations made and expenditures authorized shall be provided out of the unencumbered cash balance in each fund, revenues other than taxation to be collected during the fiscal year in each fund, and tax levy requirements for each fund.

 

WHEREAS, at the public hearing held on the 30th of August, 2016, on the proposed 2016-2017 York County Budget, the summary of the tentative County Budget as computed against the uncontested valuations of, $3,406,785,420.00 and $ 2,447,641,549.00 for County Ambulance was submitted as, follows:

Bids were opened as advertised in the York News Times on August 16 and 23, 2016 at 10:00 a.m. to repair the Jail Roof.  The following bids were received.

Lori Byers, Area on Aging Director, met with the Board in reference to send out letters to receive bids for Congregate Meal Contract.

 

Sandy Morrissey, Director of the Region V Systems provided the Board with an update of their services.

Moved by Obermier, seconded by Bulgrin, to adopt Resolution #16-37 to appoint Jeff Stoy to the Visitors Bureau Committee to finish out the term, for Paula Harris starting August 30, 2016 to March 9, 2018, roll call; yeas, Obermier, Bulgrin, Buller, Sikes and Bamesberger, nays none, motion carried.

 

                                                            RESOLUTION #16-37

 

WHEREAS, the Visitors Bureau Board has requested the replacement of Paul Harris on the Board, and

 

WHEREAS, Jeff Stoy has agreed to replace Paula Harris on the Visitors Bureau Board, for the rest of her term; and

 

NOW, THEREFORE BE IT RESOLVED, that as of August 30, 2016, Jeff Stoy hereby appointed to replace Paula Harris and fill out the rest of her term which will expires, March 9, 2018.
