The York County Board of Commissioners met according to law on Tuesday, March 28, 2017 at 8:30 a.m. as per notice in the York News Times on March 23, 2017, with Chairman Jack Sikes presiding, with Kurt Bulgrin, Randy Obermier, Paul Buller and Bill Bamesberger.  Also present at the meeting was Melanie Wilkinson, correspondent for the York News Times, Luke Fochtman correspondent for KAWL, and Kelly Turner, York County Clerk.


The agenda of the meeting was posted on the bulletin board in the County Clerk’s office and a copy of the agenda was made available to each Commissioner.


Sikes announced that the Open Meetings Act was posted outside the door along with copies in the back of the Board Room.  Proof of publication was also available.


Moved by Bulgrin, seconded by Obermier, to approve the minutes of the March 14, 2017, Board of Commissioners meeting with correcting the spelling of introduce to introduced roll call: yeas; Bulgrin, Obermier, Bamesberger, Buller and Sikes, nays, none; motion carried.


Moved by Bamesberger, seconded by Bulgrin, to adopt the agenda for Tuesday March 28, 2017, roll call: yeas; Bamesberger, Bulgrin, Buller, Obermier and Sikes nays, none; motion carried.


Harvey Keim, York County Highway Superintendent met with the Board with updates on the Road Department


Megan Burda, York County Extension Director met with the Board with updates on the Extension Office.

Moved by Obermier, seconded by Bamesberger, to adopt Resolution #17-10, to sign the Advanced Railroad Signing HRRR-STWD (116), roll call, yeas, Obermier, Bamesberger, Buller, Bulgrin and Sikes, nays none, motion carried.



WHEREAS: York County is proposing a transportation project for which it would like to obtain Federal funds;

WHEREAS: York County understands that it must strictly follow all Federal, State and local laws, rules, regulations, policies and guidelines applicable to the funding of the Federal-aid-project: and

WHEREAS: York County and Nebraska Department of Roads (NDOR) wish to enter into a new Project Program Agreement setting out the various duties and funding responsibilities for the Federal-aid-project.

BE IT RESOLVED: by the Board of Commissioners of York County that: Chair of the York County Board of Commissioners is hereby authorized to sign the attached Project Program Agreement between the York County and the NDOR. York County is committed to providing local funds for the project as required by the Project Program Agreement. NDOR Project Number: HRRR-STWD (116)

WHEREAS, the Visitors Bureau Board has requested the reappointment of a member to its Board; and


WHEREAS, current board members, Larry Mertens has agreed to be reappointed for another 3 years; and


NOW, THEREFORE BE IT RESOLVED, that as of March 28, 2017, through March 28, 2020, Larry Mertens hereby reappointment to another three (3) year term with the Visitors Bureau Board.

Commissioners discussed finding a CPA to do the 2017-2018 Budget


            Commissioners, Elected Officials and Department heads discussed proposed changes to the handbook and Insurance.

The Chairman declared the meeting adjourned at 10:33 a.m.  The next meeting will be held April 11, 2017 at 8:30 a.m. in the County Commissioners Room, lower level of the Courthouse for the regular meeting.
