The York County Board of Commissioners met according to law on Tuesday, June 20, 2017 at 8:30 a.m. as per notice in the York News Times on June 15, 2017, with Chairman Jack Sikes presiding, with Kurt Bulgrin, Randy Obermier, Paul Buller and Bill Bamesberger.  Also present at the meeting was Melanie Wilkinson, correspondent for the York News Times, Luke Fochtman, correspondent for the KAWL radio and Kelly Turner, York County Clerk.

 

The agenda of the meeting was posted on the bulletin board in the County Clerk’s office and a copy of the agenda was made available to each Commissioner.

 

Sikes announced that the Open Meetings Act was posted outside the door along with copies in the back of the Board Room.  Proof of publication was also available.

WHEREAS, the York County Board of Commissioners met at their regular meeting on the 20th day of June 2017, to discuss and act on an audit for fiscal years 2011 through 2016 of the E911 Wireless Holding Fund and

 

WHEREAS, in 2013-2014 the Public Safety Answering Point (PSAP) did not spend the required twenty-five percent (25%) of its funding. We have reviewed our Commission policies and determined that we can retroactively apply personnel costs to these types of audit finding.  Therefore, a JE/transfer of $ 4,060.58 from the 2913 (wireless) fund reimbursing the fund that paid your dispatchers wages will need to be made, and

 

WHEREAS, in 2014-2015 Public Safety Answering Point (PSAP) did not spend the required twenty-five percent (25%) of its funding.  We have recently reviewed our Commission policies and determined that we can retroactively apply personnel costs to these types of audit findings, Therefore, a JE/transfer of $1,953.94 from the 2913 (wireless) fund reimbursing the fund that paid your dispatchers wages will need to be made, and

 

WHEREAS, a net adjustment of $6,014.52 needs to be transferred

 

NOW, THEREFORE, BE IT RESOLVED, that the York County Treasurer shall transfer the sum of $6,014.52 from 911 Wireless Holding Fund (2914) to the General Fund

WHEREAS, County of York will close the fund (5907) 911 Emergency Management, and

 

WHEREAS, the County of York will create a new fund number that the State Auditor assigned (2910) 911 Emergency Management Fund,

 

WHEREAS, the County of York will transfer all monies $161,841.01 from the closed fund (5907) 911 Emergency Management Fund to the created fund (2910) 911 Emergency Management, and

 

NOW, THEREFORE, BE IT RESOLVED that a new fund be created for the 911 Emergency Management Fund (2910).  That the York County Treasurer shall transfer the sum of $161,841.01, plus all monies collected to the end of the month, June 30, 2017, from the closed (5907) 911 Emergency Management Fund to the new created fund (2910) 911 Emergency Management.
