The York County Board of Commissioners met according to law on Tuesday, November 21, 2017 at 8:30 a.m. as per notice in the York News Times on November 16, 2017, with Chairman Jack Sikes presiding, with Kurt Bulgrin, Randy Obermier, Paul Buller and Bill Bamesberger. Also present at the meeting was Melanie Wilkinson, correspondent for the York News Times, Luke Fochtman, correspondent for KAWL radio, Christopher Johnson, County Attorney and Kelly Turner, York County Clerk.
The agenda of the meeting was posted on the bulletin board in the County Clerk’s office and a copy of the agenda was made available to each Commissioner.
Sikes announced that the Open Meetings Act was posted outside the door along with copies in the back of the Board Room. Proof of publication was also available.
Moved by Bamesberger, seconded by Obermier, to approve the minutes of the November 7, 2017, Board of Commissioners meeting; roll call: yeas, Bamesberger, Obermier, Buller, Bulgrin and Sikes, nays, none; motion carried.
Moved by Bulgrin, seconded by Obermier, to adopt the agenda for Tuesday, November 21, 2017, with removing Discuss and Act on adopting a Resolution determining funding percentage of General Fund Budget to Road Fund Budget, roll call: yeas; Bulgrin, Obermier, Bamesberger, Buller and Sikes, nays, none; motion carried.
Harvey Keim, Highway Superintendent, met with the Board with updates on the Road Department.
Moved by Obermier, seconded by Bulgrin, to go into executive session at 8:36 a.m., to prevent needless injury to an individual, also present was Dena Bushnell, General Assistance Director and, Christopher Johnson County Attorney, roll call: yeas; Obermier, Bulgrin, Buller, Bamesberger and Sikes; nays, none; motion carried.

Moved by Bulgrin seconded by Obermier, to come out of executive session at 9:05 a.m. which no action was taken and to challenge the executive session per statue 84-1410, section 3) Any member of any public body shall have the right to challenge the continuation of a closed session if the member determines that the session has exceeded the reason stated in the original motion to hold a closed session or if the member contends that the closed session is neither clearly necessary for (a) the protection of the public interest or (b) the prevention of needless injury to the reputation of an individual. Such challenge shall be overruled only by a majority vote of the members of the public body. Such challenge and its disposition shall be recorded in the minutes, roll call: yeas; Bulgrin, Obermier, Bamesberger, Buller and Sikes, nays, none; motion carried.
John Mabry and Michaella Kumke, met with the Board in regards to food insecurity stats and how the Food Bank of Lincoln is working with partners in the York area to address hunger.
Moved by Buller, seconded by Bulgrin to table setting salaries for elected officials for 2019-2022, to the next Board meeting December 5, 2017, roll call, yeas, Buller, Bulgrin, Bamesberger, and Obermier, nays, Sikes, motion carried.
Moved by Bulgrin, seconded by Buller, to approve the recommendation from Chairman Sikes to appoint Cal Friesen, Randy Obermier, Bill Bamesberger and Dale Radcliff to the County Building Expansion Committee, roll call, yeas; Bulgrin, Buller, and Sikes, nays none, Bamesberger and Obermier abstain, motion carried.
The Board discussed architectural proposals for expansion building project.
