Our mission:
To promote the well-being of older York County residents, by providing information and education and developing and advocating for services that assist these citizens to maintain independence and quality of life and make informed choices about their long-term care needs. York County Aging Services is advised by a citizen's advisory board called the Aging Services Commission. Members are appointed by the County Board of Commissioners. Each member represents a community in York County Office Hours: Monday - Friday 8:00 a.m. - 5:00 p.m.

Welcome seniors, citizens, partners, and community leaders to York County Aging Services. We are a customer-focused organization and know that our customers are the best source of information on how to design and improve our programs and services. As one of our customers, you are invited to provide your comments and/or suggestions to help us do our best. Everyone has the right to age with dignity; this is one of our core values. It helps keep us focused, and clearly guides us to support and partner with everyone dedicated to that principle. This includes older adults themselves and their family, caregivers, professionals, managers, leaders, advocates, elected officials, educators, media, our community partners, and the public at large. The Aging Services Office has a variety of connections with government, professional and community organizations and networks. The goals of these connections are: to influence public policy and service funding, to remain informed on emerging trends, needs and available resources, to effect change in service delivery systems, and to promote education on the impact of aging and longevity. The face of aging is changing due to improved health status, as well as, changes in families and communities. In the face of scarce government resources and a growing population of seniors, it takes a team of leaders with shared vision and strong commitment to address the challenges before us. Here at the Aging Services Office we work closely as a team to address our customer's current needs, and to plan for the developing needs of tomorrow. County Assessor
The assessor must be certified by the Department of Revenue in order to run or hold the office and annually attend a training session to maintain a required number of continuing education hours. The duty of the assessor is to maintain an inventory of all real and personal property within the county. This inventory will include the description, location and value of the property. Any property with an improvement (building) will also include a picture of the improvement if possible. Nebraska Law requires inspection of all property at least once every 6 years. Values are determined to be at its fair market value as well as being uniform and equitable among all properties and classes. We maintain an extensive sales data file that is used as comparables in this valuation process. This information along with ownership and changes in ownership are maintained on a paper file and also on computer. This information is public and available at the office or on the York.assessor.gisworkshop.com, website. Values collected by the assessor's office are totaled by August 15 and given to the taxing entities for use in determining the levy for that district. This could be a school district, fire or city, etc. The office is required to prepare abstracts of assessment and certification of taxes levied in York County, to the Nebraska Department of Revenue. Our office also prepares the annual tax roll for the County Treasurer.

Child Support Enforcement The purpose of this office is to represent the interest of the State of Nebraska for York County, in establishing, modifying, and enforcing child support orders under this jurisdiction, using both judicial and administrative means. Currently, there are approximately 500 active cases assigned to this office. Individuals needing legal advice should contact a private attorney. Our office is not able to provide legal advice, including questions about legal custody, visitation, how to file documents with the court or what documents to file with the court. For these and other legal questions, please contact a private attorney. Our office processes referrals from individuals and from the State of Nebraska, Department of Health and Human Services for families receiving public assistance with one parent not residing in the household. Services our office provides include location of noncustodial parents, establishment of paternity, establishment of child support and medical support orders, enforcement of those orders, and assistance with answering questions about those processes. The Register of Deeds is the keeper of all land records for York County. In July 2003, the indexing of documents became computerized and in August 2010 the office began E-File recording documents. Documents are accepted for filing through E-Recording systems Simplifile and CSC, mail and over the counter. Documents are accepted Monday through Friday 8:00a.m. to 4:30p.m. |

County Court
The County Court handles traffic, criminal, civil, small claims, probate guardianship/conservatorship, juvenile and adoption cases. Marriages are also performed by the Clerk Magistrate or Judge.
The jurisdiction of the county court is established by state law which provides for exclusive original jurisdiction in probate matters, actions based on a violation of a city or village ordinance, juvenile court matters without a separate juvenile court, adoptions, preliminary hearings in felony cases, and eminent domain proceedings. The county courts have concurrent jurisdiction in civil matters when the amount in controversy is $52,000 or less, criminal matters classified as misdemeanors or infractions, some domestic relations matters, and paternity actions. County judges also hear all small claims matters filed within the court system. County judges in all counties except Lancaster, Douglas and Sarpy have the same duties as judges of separate juvenile courts. Types of Cases Most legal matters filed in Nebraska state courts are classified as being civil or criminal in nature. Civil Civil cases are disputes between private citizens, corporations, governmental bodies, or other organizations. Civil cases may involve property or personal rights. The following are common examples of civil cases:
Criminal Criminal cases are brought by the state against individuals or groups of individuals accused of committing a crime. The state initiates charges because crimes are considered acts against all of society. The prosecuting attorney files the charge against the accused person (defendant) on behalf of the state (plaintiff). The prosecution must prove to the judge or jury that the defendant is guilty beyond a reasonable doubt. |

District Court
The district courts have concurrent jurisdiction with county courts. They primarily hear all felony criminal cases, equity cases, and civil cases involving more than $15,000. District court also functions as appellate courts in deciding appeals from certain county court case types and various administrative agencies. When acting as an appellate court, the district judges review the county court record of testimony and evidence in order to rule on the appeal. Most of district court filings involve domestic relations cases. Besides new domestic relations cases being filed, statutes allow past child support cases to be reopened to allow for enforcement and modification (as of July 1, 1999). Each county in the State of Nebraska has a Clerk of the District Court performing the administrative duties associated with the court. Besides being the administrative officer of the court, the Clerks of the District Court are responsible for the record keeping of criminal and civil cases, and maintenance of the court's dockets and processing judgments. Nebraska law provides that counties with 7,000 inhabitants or more are required to have a clerk elected by the voters for a 4 year term. The clerk also serves as a passport agent and is the ex-officio jury commissioner for the county.

Review the Eligible Applicant guide to see if your Private Non-Profit or other organization may be eligible. If so, follow the process for setting up your portal account and submitting a Request for Public Assistance. There have been ongoing updates to Grants Portal- and as of this weekend, applicants can go directly to grantee.fema.gov to register their own organization and submit a Request for Public Assistance (RPA). This is the most important first step toward applicants applying for assistance through the FEMA Public Assistance Program. Attached you will find the Applicant Quick Guide: Grants Portal Account and Request for Public Assistance: A step-by-step guide for potential Applicants on how to create an account and submit an RPA. As we previously discussed- each individual entity must submit their own RPA. This includes state agencies, universities, state colleges, counties, cities, ESUs, school districts, public power districts, PNPs (hospitals, assisted nursing facilities, etc). Refer the Applicant Eligibility guidance, which notates who is eligible. We realize there are instances in which an entity may not have incurred costs yet, but anticipates incurring Category B (Emergency Protective Measure) expenses- and in this case, we would still encourage RPA submittal at this point. The Public Assistance team is standing by to assist with this process, please utilize the nema.publicassistance@nebraska.gov<mailto:nema.publicassistance@nebraska.gov> email at any time. We would encourage entities to get RPAs submitted sooner than later. Once again- paper RPAs are no longer accepted- they must be submitted through the portal. Please feel free to forward this email to any potential applicants.

Public Defender
The Public Defender’s Office is responsible for representing individuals whom the Court has determined cannot afford to hire an attorney.
The Public Defender can only be appointed on certain cases; criminal matters (felonies and misdemeanors), contempt, mental health, or juvenile matters where either jail-time is possible, or the case involves some other liberty interests. A Financial Affidavit must be filed with the Court prior to the Public Defender being appointed. |
