Commissioners transfer funds to cover shortfalls as fiscal year closes

​YORK COUNTY – This week, the York County Commissioners held their last meeting of the 2023-24 fiscal year this week. And in doing so, they had to transfer some money to certain funds where expenses came in higher than what was budgeted.

​York County Commissioner Chairman Randy Obermier explained to the two newer board members how this does happen at the end of the fiscal year, most years, as sometimes unforeseen expenses occur and transfers are made within the general fund.
“We had five funds with shortfalls,” Obermier said.
The shortfalls occurred in the following funds with these amounts needed to cover those shortfalls:

• Child support (district court): $3,100
• County attorney: $20,000
• County court: $101,000. Obermier said, “the county court has been under siege due to the hiring of public defense attorneys who were not billing in a timely manner.”
• Data processing: $39,000. Obermier said, “As we went through our issues with the phone system, it was found the infrastructure had to be caught up to speed and there was a need for more equipment than initially anticipated.” Commissioner Daniel Grotz agreed, saying, “We had some issues with the swap-over (of the system) which inflated the cost and there was a need for some unforeseen hardware.”
• Child support (county attorney): $4,000

“So we need to transfer a total of $167,000,” Obermier said. “I’m proposing we transfer the money from the miscellaneous general fund and the building fund. These can be transferred within each other, so we don’t need to go in and open up the budget to do so.”
The commissioners passed resolutions to make the transfers happen.
