YORK COUNTY – The York County Commissioners have agreed to contract with the state print shop, again, to print the LB 644 pink postcards this year should they be needed. The postcards are required, by a state law which went into effect two years ago, when a taxing entity’s tax asking grows by more than 2%.
Nebraska’s Property Tax Request Act (LB644) was passed by the state legislature in 2021 and took effect in 2022. The Act requires postcards to be sent to each parcel owner (in a taxing sub-district) which includes details about proposed increases and location information for a special hearing. Right now, there is no way to know if any taxing entities in York County will have to send out the pink postcards, but plans have to be put in place for their printing ahead of time just in case. All taxing entities are currently in the process of formulating their budgets, which are highly affected by valuation numbers which won’t be available until late August. This week, York County Commissioner Chairman Randy Obermier said it “would be nice if we didn’t have to enlist a printer but if an entity has to have these, we have to designate a printer.” The county assessor and treasurer offices recommended staying with the state print shop, as that institution has printed them for York County for the past two years. York County Commissioner Daniel Grotz noted there were issues last year regarding timelines of receiving the cards. “Yes, timeliness was an issue,” Obermier acknowledged, as far as when the postcards were received prior to the holding of the hearings. “The timing was very tight, some people received them right before the hearings. But I would hope after a couple of years of this, they would have the process down.” The commissioners agreed to go with the state print shop to have these created, should they be needed.
