County overlay projects planned for next year

YORK COUNTY – The York County Commissioners have decided to use ARPA (federal COVID relief) funds to do three overlay projects next year.

​As explained by York County Commissioner Chairman Randy Obermier and York County Highway Superintendent Harvey Keim, the overlay projects will be in these three locations:

• 25th Street in York from the Upper Big Blue NRD headquarters to the east, ending at Delaware Avenue. This project will be financially shared with the City of York.
• Country Club Avenue in the rural area of York
• Road G in the area of Klute Steel

This past week, they opened bids for the project. The engineer’s estimate for the total cost of all three had been $713,000.
“We had competitive bidding, which is what we really like to see and we can do this project under the original estimate,” Obermier said.
They received five bids:

• Cather and Sons Construction from Lincoln: total cost of $709,420 with construction to take place between May 1 and Oct. 1
• Pavers in Waverly: total cost of $670,847.37 with construction to take place between Sept. 1 and Sept. 30
• Constructors out of Lincoln: total cost of $844,946.26 with construction to take place between Aug. 26 and Oct. 1.
• Werner Construction in Hastings: total cost of $782,316.13 with construction to take place Aug. 11 and end by Sept. 30
• Western Engineering out of Harlan, Iowa: total cost of $882,515.56 with construction to start Sept. 11 and end Oct. 1.

Keim reviewed the bids and recommended the bid from Pavers. He noted the county’s share will be $620,057.14 as the city’s share will make up the rest ($50,790.23).
Obermier said the city’s share will pertain to the area roughly from the fairgrounds to the soccer fields – he said they would share the cost for about 660 feet and an interlocal agreement will be created to reflect conversations already had with city officials.
