Heartland School District only taxing entity in York County required to have pink postcard meeting9/8/2025
YORK – York County Assessor Kurt Bulgrin says the Heartland School District is the only taxing entity in York County required to have a pink postcard meeting this year. Pink postcard LB 644 meetings are required when a taxing entity’s tax asking increase goes beyond 2%.
The meetings and the pink postcards used to notify taxpayers of the meetings are required, by a state law which went into effect several years ago. Nebraska’s Property Tax Request Act (LB644) was passed by the state legislature in 2021 and took effect in 2022. The Act requires postcards to be sent to each parcel owner (in a taxing sub-district) which includes details about proposed increases and location information for a special hearing. This process includes the county contracting with a printing company to create the postcards, with information provided by the assessor’s office with collaboration of the county clerk’s office to set the hearing. The expense of the postcards is then covered by the political subdivision holding the hearing. “Patrons in the Heartland District will be receiving these pink postcards in the mail very soon,” York County Assessor Kurt Bulgrin said. “We sent them out late last week, but we cannot control the speed of the mail or determine when they will arrive, so we wanted to make sure those in the Heartland District know these will be arriving and this hearing has been set.” The pink postcard hearing for the Heartland District will be held at 6:01 p.m., on Sept. 15, in the lower-level conference room of the York County Courthouse (in the basement). Bulgrin also noted this does not pertain to bonds, just tax asking for the general fund, when it exceeds 2%. And Heartland taxpayers should note this only pertains to the portion of their property taxes they pay for the school district and not the other taxing entities such as city, county, etc. Comments are closed.
