Owners of residential properties in York and rural areas to receive preliminary valuation notices3/5/2025
YORK – The York County Assessor’s office is in the process of sending out preliminary valuation notices to owners of residential properties within the city limits of York and in the rural areas of the county, as an initial heads-up regarding increases in valuation. “With all the changes we are seeing, this will be an early notice to owners their valuations will be changing,” explains York County Assessor Kurt Bulgrin. “Then, property owners can come in, to our office before March 15 to talk with us if there are errors or things that need to be clarified. The valuations can still be changed before March 19 if there are errors found.”
He said there will be valuation increases in all areas of the county, especially for residential and agricultural properties. “The first set of preliminary notices are going to the York and rural residential owners, then the rest will go out on March 19,” Bulgrin said. He said those owners receiving preliminary notices in the second round of mailing will also be able to talk with his office regarding errors, in need be. “We are not accepting protest filings yet, those will start on June 1,” Bulgrin said. “These preliminary notices are to give property owners an earlier indication of their valuation changes. And then folks will get their official change of valuation notice in June." The preliminary notice explains how the particular piece of property “described above has been changed in value in conjunction with a review of the property. This notice of valuation change is a PRELIMINARY NOTICE to provide you with the estimated market value of the property that may be used for the 2025 assessment year. Reasons for the change in your valuation may include: an update to the costing manual; an update in land values (last update was 2017); an update in the manual level; an update in the depreciation base year and tables; statutory requirement that all residential and commercial property values be in an acceptable range of value of 92%-100% of actual value (69%-75% for agricultural and horticultural land).” Bulgrin encourages property owners with questions to contact his office at 402-362-4926, extension 6, by March 15, regarding their preliminary valuations.
