County commissioners approve one- and six-year road/bridge program

YORK – The York County Commissioners have given their nod of approval to this year’s one- and six-year road/bridge program. 

​Projects on the one-year plan are intended to be completed in 2024. Projects in the six-year plan are simply placed there “on the shelf” as future projects – not necessarily to be done in six years, but in the future.
York County Highway Superintendent Harvey Keim told the county board members, during their annual public hearing, how there were six projects listed on the one-year plan:

• Clean ditches, replace culvert and gravel Road K between Roads 8 and 9, with an estimated cost of $56,000;
• Clean ditches and gravel Road 8 between Roads B and C for an estimated cost of $55,000;
• Replace a small bridge on Road 18 between Roads U and V for an estimated cost of $205,000;
• Replace bridge on Road 22 between Roads T and U, for an estimated cost of $226,000;
• Clean ditches, replace culverts and gravel Road 22 between Roads T and U, for an estimated cost of $30,000;
• Replace bridge on Road 22 between Roads T and U for an estimated cost of $213,000.

“In years past, we have seen more projects listed under the one-year plan, but this looks more handleable and if we want to add a project this year, we can come back to amend it later,” said Commissioner Chairman Randy Obermier. “On the six-year plan, we still have some ARPA (federal COVID relief) funds remaining which have to be dedicated by the end of the year. So Harvey (Keim) and I looked at maybe prioritizing some work on roads like the road in front of the shop, the little piece by Country Club Avenue, work on Delaware Avenue to York city limits, etc. This will be a conversation we have in the near future. We have about $1.7 million left in the ARPA fund.”
Those possible ARPA-related projects, which would include work on collector roads, were given priority in the six-year plan.
They also discussed how collector roads are identified, with Keim saying those roads are recognized based on higher traffic counts.
Projects included on the six-year (future) plan are:

• Mill and overlay Country Club Avenue between Highway 81 and West Nobes Road, for an estimated cost of $184,000, measuring .57 mile;
• Mill and overlay East 25th Street between York city limits and Delaware Avenue, measuring .61 mile, for an estimated cost of $246,000;
• Mill and overlay Delaware Avenue between East 25th Street and Highway 34, measuring one mile, for an estimated cost of $364,000;
• Mill and overlay Road G, between railroad tracks and Highway 34, measuring .36 mile, for an estimated cost of $142,000;
• Mill and overlay West Fourth Street between Highway 81 and York city limits, measuring .68 mile, for an estimated cost of $258,000;
• Replace span on bridge between Road V between Roads U550 and U650 for an estimated cost of $142,000;
• Replace bridge on Road O between Roads 18 and 19, with an estimated cost of $800,000;
• Replace bridge on Road 11 between Roads S and T, for an estimated cost of $550,000;
• Clean ditches and gravel Road 11 between Roads T and U for an estimated cost of $45,000;
• Clean ditches and gravel Road 9 between Roads B and D, for an estimated cost of $50,000;
• Clean ditches and gravel Road H between Roads 2 and 3, for an estimated cost of $28,000;
• Clean ditches, replace culverts and gravel Road 24 between Roads N through P, for an estimated cost of $62,000;
• Clean ditches and gravel Road 9 between Roads M through O, for an estimated cost of $80,000;
• Replace small timber bridge on Road 5 between Roads W and X for an estimated cost of $35,000;
• Replace small concrete bridge on Road I between Roads 2 and 3 for an estimated cost of $50,000;
• Clean ditches and gravel Road I between Roads F and G for an estimated cost of $30,000;
• Clean ditches and gravel Road 9 between Roads G through 1, for an estimated cost of $50,000;
• Clean ditches and gravel Road 21 between Roads F and G, for an estimated cost of $25,000;
• Clean ditches and gravel Road 4 between Roads V and W for an estimated cost of $30,000;
• Clean ditches and gravel Road 5 between Roads K and L for an estimated cost of $20,000;
• Clean ditches and gravel Road 8 between Roads U and V for an estimated cost of $45,000;
• Clean ditches and gravel Road 19 between Roads I and J for an estimated cost of $27,000;
• Clean ditches, replace culverts and gravel Road 24 between Roads K and L for an estimated cost of $32,000;
• Clean ditches, replace culverts and gravel Road L between Roads 23 and 24 for an estimated cost of $30,000;
• Clean ditches, replace culverts and gravel Road J between Roads 24 and 25 for an estimated cost of $31,000;
• Replace bridge on Road T between Roads 10 and 11 for an estimated cost of $600,000;
• Replace bridge on Road X between Roads 6 and 6 for an estimated cost of $1 million;
• Mill and armor coat Road 4 from McCool Junction through Road S for an estimated cost of $230,000;
• Mill and armor coat Road S between Road 6 and Interstate 80, for an estimated cost of $110,000;
• Complete replacement of concrete on Road O between railroad tracks and Highway 34, measuring a half-mile, for an estimated cost of $1.1 million.
